Zara Shaw nodded in from a Vera Jones corner at the near post for an early lead, and it was 2-0 by the break after Jessica Anderson was tripped in the box and Rachel Maltby slotted home the penalty.
Latvia hit the crossbar after the restart, but Lauren Smith’s team got a third goal with about 20 minutes remaining, as substitute Lois Shooter set up Layla Drury to score.
Chloe Hylton glanced in from a pinpoint cross, and Jones completed the scoring from outside the box via the post.
England continue their group fixtures in Switzerland on Sunday, 12 April, when they face Wales with a 4:30pm BST kick-off.
Wales lost out to the Swiss 3-0, with all the goals coming in a 15-minute spell during the second half.
