United were down to 10 players for the last 25 minutes or so after Jade Riviere was shown a second yellow card.
Alessia Russo watched as her close-range effort was somehow denied by Tullis-Joyce, with help from Anna Sandberg.
Little had a 20-yard strike deflected over with stoppage time approaching, but Marc Skinner’s side held on for a point.
The result leaves Arsenal and Manchester United seven and eight points respectively short of leaders Manchester City, who also have a game in hand.
